Upcoming Deadlines: Missouri

MO Department of Economic Development

Intern and Apprentice Recruitment Act: The Intern and Apprentice Recruitment Act (IARA) allows eligible taxpayers to claim a tax credit against the taxpayer’s state tax liability for hiring interns or apprentices, provided eligibility criteria is met. $1,500 tax credit per eligible Intern or Apprentice, $9,000 maximum tax credit per year per eligible company, $1 million program cap in tax credits per year. Application Cycle Deadline: Rolling

Historic Preservation Tax Credit Program: A state tax credit equal to 25% of the total qualified rehabilitation expenditures (QREs) for the eligible property. State tax credits can be carried back as far as 3 years, and has a carry forward of 10 years. Eligible applicants include firms, partnerships, trusts, estates, limited liability companies, corporations, not-for-profits, and government entities. Application Cycle Deadline: Rolling

Missouri Qualified Research Expense Tax Credit Program: This revamped R&D program that Greater St. Louis, Inc. helped lead the creation and passage of provides incentives for research expenses. The highest amount of credit a single taxpayer may claim in one year is $300,000 and the aggregate of all tax credits shall not exceed $10 million in any single year. The $5 million of all tax credits is set aside for small, minority, and women-owned businesses. Eligible applicants include organizations or entities exempt from federal income tax or any business in good standing with the Secretary of State. 2024 Application Cycle Deadline: September 30, 2024

Water/Wastewater Community Development Block Grant: This grant provides funding for communities to make improvements to drinking water and wastewater systems. Eligible applicants must be sure that the project beneficiaries are at least 51% low-to-moderate income persons. Eligible projects include new water or sewer systems or expansion/upgrades of existing systems that have substantiated health concerns are prioritized.  Successful applicants must demonstrate that rates will adequately cover operation, maintenance, reserves, emergencies, employee overhead, etc.; or the community must have initiated a graduated rate increase that will provide adequate operating costs over a period of years. Operation and maintenance activities and not eligible. The maximum amount any applicant can apply for is $750,000 or $5,000 per household. Application Cycle Deadline: Rolling

MO Department of Natural Resources

Water Safety and Security Act Project Grant: Through this grant program, the department provides financial assistance to eligible community public water systems to develop accurate maps that identify shut-off valve and hydrant locations and satisfy the requirements of the Missouri Water Safety and Security Act. Maximum award amounts are limited to $15,000. Complete project applications received by Nov. 30, 2024, are automatically placed into the priority project category for review and project selection. Applications received between Dec. 1, 2024, through March 31, 2025, may be awarded on a first-come, first-served basis if available funds remain. Application Deadline: Nov. 30, 2024

Land and Water Conservation Fund: Federal funding available for the Land and Water Conservation Fund, up to $500,000 per project, is now available. A minimum 50% match is required. Grants are open to any local government, city and county, and public school. Eligible projects include playgrounds, ball fields, golf courses, and other outdoor/recreational projects. Application Deadline: Nov. 15, 2024

Regional Site Readiness Program-Capital Ready: The Regional Site Readiness Program aims to better prepare sites for industrial development in all 10 Economic Development Regions in the state. Total amount of funding expected to be awarded through this NOFO is $40 million. Awards will range from $250,000 to $3 million. The Department expects to make up to 24 awards through this program. Eligible applicants include: local governments, nonprofit organizations, for-profit organizations, private landowners, and economic development agencies. Application Deadline: Oct. 21, 2024

MO Department of Agriculture

Missouri Biofuel Infrastructure Incentive Program: This program supports an increase in distribution and use of biofuels in the state of Missouri. Funds will be awarded to fuel retailers, fuel distributors, terminal companies or fleet operations that dispense, or will soon store or dispense, ethanol blends of E15 or higher or biodiesel blends of B6 or higher. Half of available funding will be designated to biodiesel projects and half will be designated to ethanol projects. Applicants must be a business entity that is constructing new, retrofitting or improving existing infrastructure or equipment that handles biodiesel fuel, biodiesel blend fuel or ethanol blended gasoline at a facility in Missouri. The project may include multiple locations within the state. Application Deadline: October 15, 2024

Urban Farm Tax Credits: The Missouri Agricultural and Small Business Development Authority (MASBDA) is accepting applications for a new tax credit program created to promote investment in urban agriculture. This program provides tax credits to urban farmers who would like to invest in their operation by purchasing equipment and making improvements to the farm. Individuals who donate monetary funds to an urban farm may also qualify for a tax credit, if the donation is used for eligible expenses. Taxpayers may receive a tax credit of up to 50 percent of eligible expenses, or the donation amount, not to exceed $5,000 per taxpayer per year.

IL Department of Economic Development

Community Development Block Grant Public Infrastructure Program: The purpose of grants relative to the Public Infrastructure (PI) Notice of Funding Opportunity is to fund water and sanitary systems and storm sewer construction projects that alleviate public health, safety, and public welfare and help communities with substantial low- to moderate-income populations. The grant ceiling has been established at $1.5 million per award. The Department has established a minimum grant level of $300,000. Only units of general local government (i.e., cities, villages, townships and counties) may apply for funding. Application Deadline: Dec. 4, 2024

U.S. Department of Transportation

Reconnecting Communities Pilot Grant Program: This is a continuation of two previous rounds of RCP Funding in FY22 and FY23. The RCP Program focuses on improving access to daily needs such as jobs, education, healthcare, food, nature, and recreation, and foster equitable development and restoration, and provide technical assistance to further these goals. Up to $607 million is available for planning, capital construction, and technical assistance. Eligible applicants include state and local governments, not-for-profits, and metropolitan planning organizations. Application Deadline: September 30, 2024

Railroad Crossing Elimination Grant Program: The RCE program funds highway-rail or pathway-rail grade crossing improvement projects to improve safety and mobility. A total of $1.1B is available for this opportunity. The minimum award size is $1M (except for planning grants), and no more than 20% of total funds available will be awarded for projects in a single state. Eligible applicants include state, territory, Tribal, and local governments; political subdivisions of states; metropolitan planning organizations; port authorities; or groups thereof. Application Deadline: September 23, 2024

Federal Economic Development Research and National Technical Assistance:The U.S. Economic Development Administration will provide $1.5 million for the RNTA program to fund research, evaluation, and national technical assistance projects that promote competitiveness and innovation in distressed rural and urban regions throughout the United States and its territories. Eligible applicants include public agencies, institutions of higher education, not-for-profit and civic organizations, individuals, and/or for-profit organizations.

Illinois Energy Transition Navigators Program (CEJA): The Energy Transition Navigators Program will provide outreach, education, and recruitment to eligible individuals to participate in CEJA workforce programs, and work with local job markets and workforce organizations to help place trainees in careers. Eligible applicants are community-based providers, not-for-profit organizations that have a history of serving low-wage or low-skilled workers, or individuals from economically disadvantaged communities. $6 million per year is allocated for this program, subject to appropriation.

Illinois Federal Grant Support Program: Governor Pritzker and the Illinois Department of Commerce and Economic Opportunity launched this $15 million Federal Grant Support Program to assist Illinois-based businesses and organizations seeking federal grants that align with the State’s economic development objectives.

National Silicon Valley Community Foundation: Opportunities vary based on current funding and grant opportunities posted by the Foundation.

St. Louis Community Foundation: Opportunities vary based on current funding and grant opportunities posted by the Foundation.

MO DED CDBG Downtown Revitalization Program Cycle: This Community Development Block Grant is specifically designated for projects situated within a downtown target area, as defined by the community. These projects eliminate slum and blight conditions on the front and selected side facades of eligible buildings in core downtown areas, and address code violations for commercial structures. Maximum award amounts for a downtown area is $750,000.

MO DED CDBG Industrial Infrastructure Grant Program: The Industrial Infrastructure program will assist local governments in the development of public infrastructure that allows industries to locate new facilities, expand existing facilities, or prevent the relocation or closing of a facility. The Industrial Infrastructure Program involves participation from both the application sponsor (city/county) and the participating business. Eligible applicants include non-entitlement cities and counties. Maximum award amounts are the lower of $2 million or $20,000 per new full time/retained job.

With oversight by the Chief Procurement Office, this bulletin is published to secure the performance of highway construction, highway construction-related and airport work, as well as construction and construction-related work solicited by the Illinois Department of Natural Resources.
